오랫동안 정치적 망명을 떠났던 과학자 제트가 고국으로 돌아온다. 1963년 5월, 그는 핵 실험을 반대하는 연설을 하던 도중 원인 모를 습격을 받아 중태에 빠졌다. 정부에서는 그 사건의 진실을 묻어두기 위해 판결을 조작한다. 그러나 제트의 희생이 정부 관료들에 의해 꾸며진 음모라는 것이 밝혀지고, 이 사건을 묵인하려 했던 정부 관료들은 실형을 선고받는다. 하지만 1967년 쿠데타가 발생하고, 이들은 군사 정권에 의해 다시 복권되는데...
